Elkader Police Chief Marvin Duff has announced plans to retire in January.

Elkader Police Chief Marvin Duff will retire in January. Duff’s “intent to retire” was accepted by the Elkader City Council during a regular meeting last Monday. Duff joined the department in 2001. The Council will consider a timeline for Duff’s replacement at its next meeting. City Administrator Jennifer Cowsert hopes to have the hiring process completed by late February or early March.

To cover hours from the time Duff retires to the time his replacement assumes duties, the Council agreed to a temporary use of reserve officers.

The council also put its support behind an “Active Transportation Plan” presented by Clayton County Conservation Director Jenna Pollock. The plan, which was requested by the Clayton County Board of Supervisors, offers a checklist for trail development. Pollock described the document as a planning tool that will give communities a broader look at trail projects throughout the county. Pollock’s office will manage the information.

The plan has also received support from the towns of Edgewood, Marquette, Monona and Guttenberg. The supervisors have yet to throw their support behind it, however.

The Council got its first look at health insurance options for city employees. While the carrier (Wellmark Blue Cross/Blue Shield) will remain the same, the council is considering different plan options as well as possible employee contribution options to offset a steep increase in the premiums. The item was eventually tabled until the next meeting.
